Is TEREA legal in UAE? Yes, for adults, within the UAE’s tobacco rules. The Federal Tax Authority lists electrically heated cigarettes, the category TEREA sticks belong to, in its Digital Tax Stamp scheme. Under that scheme, these products may be sold in the UAE only if they carry a valid Digital Tax Stamp. Sales to anyone under 18 are banned, and smoking rules limit where you can use tobacco.
This guide is general information, not legal advice. Laws can change, so check the official sources linked below.
Is TEREA legal in the UAE? The short answer
TEREA sticks are heated tobacco made by Philip Morris International for IQOS ILUMA devices. The UAE does not ban them. Instead, it regulates them through tobacco control law, excise tax and tax stamps. Philip Morris International runs an official IQOS UAE TEREA page for the UAE market.
Four rules matter most to a buyer:
- You must be 18 or older to buy tobacco products.
- Smoking is banned in closed public spaces and several other places.
- Tobacco products carry a 100% excise tax.
- Heated tobacco sold in the UAE must carry an FTA Digital Tax Stamp.
How UAE law treats heated tobacco
Federal Law No. 15 of 2009 on Tobacco Control is the main tobacco law in the UAE. The official government portal lists what it forbids on its tobacco provisions page. These include sales to under 18s, tobacco advertising and smoking in closed public spaces.
Heated tobacco also has its own product standard. According to the Tobacco Control Laws summary for the UAE, the Emirates Authority for Standardization and Metrology issued UAE.S 5030:2018. This standard regulates e-cigarettes and heated tobacco products. It covers devices, disclosure requirements, packaging and labelling.
The same summary notes that the UAE became a Party to the WHO Framework Convention on Tobacco Control on 5 February 2006. The FTA names this treaty as one aim of its tax stamp scheme, covered below.
Minimum age: 18
The UAE bans the sale of tobacco and tobacco products to anyone under 18. The UAE government portal cites two laws for this:
- Federal Law No. 15 of 2009 on Tobacco Control forbids the sale of tobacco products to those under 18.
- Federal Law No. 3 of 2016 on child rights, known as Wadeema’s Law, forbids selling or trying to sell tobacco to children.
The portal also states that the seller has the right to ask the buyer for proof of age. Pods Hub Dubai follows this rule. Customers must be 18 or older, and age may be checked on delivery.
Where you cannot use TEREA
UAE smoking rules focus on where you smoke. The UAE government portal lists these bans under Federal Law No. 15 of 2009 and Wadeema’s Law:
- Smoking in closed public spaces.
- Smoking in houses of worship, educational institutions, and health and sports facilities.
- Smoking in a private car when a child under 12 is present.
- Smoking in public transport, private vehicles and indoor places when a child is present.
The Tobacco Control Laws summary adds detail. Some enclosed places and transport may have designated smoking areas. Healthcare, educational and sports facilities and places of worship may not. Outdoor areas next to educational, health and sports facilities, places of worship and industrial facilities are smoke free.
Local rules can be stricter. The government portal notes that Sharjah banned all kinds of smoking in public areas in 2008. The law’s wording covers smoking and tobacco products. The simple approach is to use TEREA only where smoking is allowed, and to follow the signs at each venue.
UAE excise tax on tobacco products
Excise tax is an indirect tax on goods the UAE wants people to use less. The Federal Tax Authority explains this on its What Is Excise Tax page. Goods covered include:
- Tobacco and tobacco products.
- Electronic smoking devices and tools.
- Liquids used in electronic smoking devices and tools.
- Carbonated, energy and sweetened drinks.
The FTA says the aim is to reduce use of these goods and raise revenue for public services. Its Getting Ready page sets the rate for tobacco products at 100%. The FTA says businesses that import, produce or release excise goods from a designated zone must consider their registration and filing duties.

FTA Digital Tax Stamps explained
The Digital Tax Stamp, or DTS, is a control scheme run by the Federal Tax Authority. The FTA describes it on its Digital Tax Stamps page. Manufacturers must apply high security markers and codes to tobacco packs. Each stamp gives the pack a unique marking.
The FTA lists three aims for the scheme:
- Help the FTA control and collect tax on tobacco sold in the UAE.
- Let authorities audit the supply chain and find illicit tobacco.
- Meet WHO Framework Convention on Tobacco Control standards for tracking and tracing.
The stamp lets authorities trace a product from the factory to the final Emirate of distribution.
Do TEREA packs need a tax stamp?
Yes. The FTA has a dedicated page for water pipe tobacco and electrically heated cigarettes. Its milestones ran from 1 November 2019 to 1 January 2021. The FTA rule is clear. These products may not be held out for sale, imported or produced in the UAE without a Digital Tax Stamp.
What the stamp looks like
The FTA approved a new stamp design under FTA Decision No. 3 of 2021. Its DTS New Stamp page gives the colours:
| Market | Stamp colours | New stamp orders from |
|---|---|---|
| Local market and Duty Free inbound | Red and lilac | 1 October 2021 |
| Duty Free outbound | Green and blue | 1 January 2022 |
How to check a UAE tax stamp
The FTA offers a smart app called FTA DTS. Its DTS App page says consumers can use it to check products marked with Digital Tax Stamps. Here is how it works, based on the FTA’s steps:
- Open the FTA DTS app and hold the pack in front of the camera to scan the stamp.
- If the stamp will not scan, type the code in by hand.
- If the app shows the item is not authentic, or has no stamp, give the extra details it asks for.
- The FTA then looks into the report and alerts the relevant authorities.
The FTA says the app helps it detect and track illicit tobacco. It also reassures buyers that their goods are authorised and meet set standards.
Travelling into the UAE with TEREA
Dubai Customs publishes duty-free limits for travellers on its Permitted Luggage and Items page. The page sets limits for cigarettes, cigars and tobacco. Anything above those limits is dutiable. The page also sets these conditions:
- Passengers must be above 18 to carry allowable cigarettes into the country.
- Goods must be personal, not commercial quantities.
- The exemption does not apply to frequent travellers who bring goods regularly, or to crew.
The page does not name heated tobacco sticks. Dubai Customs material also shows more than one cigarette figure across its pages and guides. So we do not quote a stick count here. Check the current limit with Dubai Customs before you fly.
How to spot counterfeit TEREA packs
Fake tobacco is one reason the stamp scheme exists. A few habits help you avoid it:
- Scan the Digital Tax Stamp with the FTA DTS app.
- Check that the carton seal is intact when your order arrives.
- Compare the pack with the official IQOS UAE TEREA page.
- Be wary of prices far below the usual range for that edition.
